As the President exited Washington on his way to another rally in Illinois this evening where he will again whip up fear, bigotry, and hatred with his supporters, Donald Trump cast blame on the victims of the synagogue shooting in Pittsburgh, that has left 10 dead, by criticizing the synagogue for not having armed guards:
President Trump said if the Pittsburgh synagogue that was attacked by a gunman on Oct. 27 had armed security, “the results would have been far better.”
Just two days ago, Donald Trump did the same thing to CNN, casting blame on the media for creating the anger that resulted in a bomb being mailed to them by one of Trump’s own supporters:
A very big part of the Anger we see today in our society is caused by the purposely false and inaccurate reporting of the Mainstream Media that I refer to as Fake News. It has gotten so bad and hateful that it is beyond description. Mainstream Media must clean up its act, FAST!

These are just the most recent cases of Donald Trump blaming victims.
About a month ago, he blamed Christine Blasey Ford for not having brough sexual assault charges against Brett Kavanaugh 35 years ago when she was a frightened 15 year old.
I have no doubt that, if the attack on Dr. Ford was as bad as she says, charges would have been immediately filed with local Law Enforcement Authorities by either her or her loving parents. I ask that she bring those filings forward so that we can learn date, time, and place!

In February, he blamed the victims of a mass shooting at a Parkland, Florida high school for not reporting their classmate to the authorities, despite the fact that several had done exactly that:
So many signs that the Florida shooter was mentally disturbed, even expelled from school for bad and erratic behavior. Neighbors and classmates knew he was a big problem. Must always report such instances to authorities, again and again!

Donald Trump is a narcissist. Donald Trump believes he is always better than others, and is completely unwilling to take even the slightest responsibility for anything, so blaming the victims for becoming victims is his instinctive way of casting responsibility elsewhere. Donald Trump does not want to take responsibility for the fact he has cozied up to the NRA and will never take any meaningful action on gun reform for as long as he is President. Donald Trump does not want to take responsibility for the fact that his hateful rhetoric is inspiring others to commit horrible crimes. So, Donald Trump blames the victims.
